Committees and Caucuses

In Congress, Committees are where most of the work of legislating begins. These smaller, bipartisan groups focus on broad issue areas—like foreign affairs, education, agriculture, or science and technology. They hold hearings, question federal agencies and their leadership, meet with experts to learn how to effectively govern. Most bills have to pass through the committee, and sometimes through an even more specific subcommittee, that covers their subject before they ever reach the House floor.

Members can ask to serve on particular committees, but assignments depend on experience, the needs of their district, and where leadership believes each Member can be the most impactful and effective.

Caucuses are different. They’re voluntary groups of lawmakers who come together around shared priorities, whether that’s supporting small businesses, strengthening coastal communities, or expanding care for seniors. Caucuses help build partnerships and elevate community needs that cut across committee lines.

Together, committees and caucuses shape the lawmaking process. They’re how members build coalitions, solve disagreements, and ensure the voices of states like Delaware are reflected in the policies Congress delivers.
